A Cost Controller's Checklist for Polyester Fabric Procurement

Six-step polyester fabric procurement checklist from a cost controller: specs, shrinkage testing, TCO, quality gates, and the mistakes that cause rework.

I'm a procurement manager at a 120-person workwear manufacturer. I've managed our fabric budget ($2.4M per year) for seven years, negotiated with 50+ suppliers, and logged every order in our cost tracking system. This checklist is what I use when a new polyester fabric quote lands in my inbox.

It has six steps, plus the mistakes I keep seeing on purchase orders. Use it when you're evaluating a new supplier, approving a sample, or deciding whether to renew an existing material contract.

Before we start: I'm not a textile chemist, so I can't speak to dye migration or resin chemistry beyond what a qualified lab should test. What I can tell you from a procurement perspective is how to build a checklist that catches the cost issues before they hit your sewing line.

Step 1: Name the material correctly

Three things matter most in polyester fabric: the polymer spec, the yarn construction, and the finish. In that order. A purchase order that says 'polyester fabric' is like a purchase order that says 'metal part.' It doesn't tell anyone what to make.

Per FTC textile labeling guidance (ftc.gov), 'polyester' is a generic fiber name. That generic name is enough for a consumer label, but not enough for a manufacturing spec. The word 'polyester' is broad. You'll find it in polyester fabric, polyester capacitors, and in crossword puzzles. If you arrived here from a 'synthetic fiber crossword clue,' the answer is often 'polyester'—but that same word is not a purchasing specification. In textiles, you still need to know whether it is filament or spun, flat or textured, knit or woven, and which finish is required.

  • Fiber: 100% PET? any recycled content?
  • Yarn: filament, spun, DTY, FDY?
  • Construction: weave or knit, and weight in GSM or oz/yd2
  • Finish: water repellent, anti-pill, heat-set, or other added properties
  • Test standard: AATCC, ISO, or internal method

The first time I sent an RFQ with the word 'polyester' alone, the mill answered with three questions: filament or spun? woven or knit? disperse dye or cationic dye? I had to admit I didn't know. That was the day I stopped treating 'polyester' as a material spec.

Step 2: Separate brand from material proof

I used to assume that a big supplier's logo meant fewer problems. Over the last seven years, I've learned that logos are marketing, not evidence. The first thing I do with a new quote is read the spec sheet and ignore the logo. This applies to every supplier, including well-known ones. The Reliance logo on a certificate of analysis makes the document look official, but it doesn't guarantee that the lot numbers match the rolls. And on the retail side, consumer-facing names such as Reliance Brands are about the final label, not about the raw material. In B2B, the material spec is the truth.

Our reliance on a familiar logo is a hidden cost. When a shipment fails after approval based on brand name, the rework cost is real. So verify the lot number, the roll numbers, and the test report. If the supplier can't provide those, the logo doesn't matter.

Ask the supplier to send a data pack: spec sheet, test report, lot number, roll list, and a sample from the same lot. If they send a standard brochure instead, note it. Brochures do not ship.

Step 3: Test for shrinkage before you commit

The search query 'do polyester clothes shrink' comes up every season. The honest answer is: it depends. Polyester is less prone to shrink than cotton, but it is not shrink-proof. Heat from dyeing, heat-setting, pressing, and washing can all change the dimensions.

In 2023, I approved a 20,000-yard order based on a woven polyester sample that passed our in-house shrinkage test. The production lot came back with 3.2% shrinkage because the finishing line ran at a different heat-set temperature. The sample met spec; the production lot did not. Our quality team caught it before packing, but only because we tested on production-finished fabric, not the hand sample.

  • Test with the same finish that will be used in production.
  • Use AATCC 135 or ISO 6330 for domestic wash.
  • Ask the lab to test both length and width.
  • If the fabric is heat-sensitive, test pressing and drying behavior.

I do not approve a polyester fabric without a shrink test. It is the cheapest insurance you can buy. When the test results come back, keep them with the purchase order. You will need them if a dispute arises later.

Step 4: Calculate total cost, not unit price

Unit price is not total cost. I've been saying this since 2019, and I keep seeing purchase orders signed based on the cheapest per-yard price.

Total cost = fabric price + freight + duties/customs + testing + finishing + rejects/seconds + handling time + expedite fees

The quote should be loaded into a spreadsheet with columns for every line above. In 2024, when I compared three mills for a 12,000-yard order, the lowest unit price was not the lowest total cost. The quote was cheaper by $0.11 per yard, but it arrived in two separate shipments with a $300 expedite fee and a 1.4% reject rate. The total landed cost was $0.02 per yard more than the mid-priced mill. That one order changed how our procurement team compares quotes.

If the supplier won't break down freight or duties, that is a red flag. A quote is a price proposal, not a complete cost picture.

I went back and forth between a lower-priced trading company and an integrated mill for two weeks. The trading company offered 15% savings on paper; the mill offered stable lot consistency. I chose the mill in the end because the first order was for a client contract with a penalty clause. Price matters, but the consequence of failure matters more.

The upside of taking the cheapest option was a projected $16,000 saving. The risk was a week-long delay and a full re-inspection. I kept asking whether that saving was worth the possibility of missing a launch date. In that case, it wasn't.

Step 5: Build quality gates into the contract

I keep seeing purchase orders that only have one gate: final inspection. That's too late.

  • Gate 1: approved hand sample and material spec
  • Gate 2: pre-production sample from the actual production line
  • Gate 3: in-process inspection for lot numbers and finish
  • Gate 4: final inspection before shipment

Ask for the pre-production sample at least two weeks before the scheduled container load. That gives you time to fail.

The checkpoint I rarely see on a purchase order is a lot-number match. It's easy to write 'make sure the fabric matches the sample.' It's harder to require that the roll labels and carton labels match the inspection report. That step alone has saved me from receiving the wrong quality twice.

Write the consequences into the contract. If the lot number doesn't match, the supplier pays for holding time. If the shrinkage test fails, they cover the re-run. This is not about being punitive; it's about making the cost of failure visible before the sale is closed.

Step 6: Keep a vendor scorecard for the next order

One order is not a trend. Track each supplier over time. The easiest way is a scorecard with these columns:

  • On-time delivery rate
  • Defect rate or rejection rate
  • Invoice accuracy
  • Response time to complaints
  • TCO variance from original quote

At the end of every order, update the scorecard before the next purchase order. It takes ten minutes. It saves a week of headaches.

There's something satisfying about watching a scorecard flag a problem before it becomes an emergency. After the third order from one supplier, the pattern was obvious: every quote was accurate, every shipment was late. We switched, and the next year's expedite costs dropped by roughly 20%. I don't say that as a statistic; I say it as what happened.

Mistakes I still see on purchase orders

Mistake 1: Buying a logo. A polished name can make you feel safe. Our reliance on a familiar mark is normal; it's also expensive. If the material spec doesn't match, the logo won't fix it.

Mistake 2: Treating 'polyester' as one material. Polyester capacitors and polyester fabric are both made from PET in some form, and that is where the similarity ends. One is a dielectric, the other is a textile. Use the test method that matches your application.

Mistake 3: Skipping the shrinkage test. It isn't a yes/no answer; it's a test.

Mistake 4: Forgetting time cost. A small savings per yard disappears when you spend ten hours chasing a delivery. Time is part of total cost.

Final note: get it in writing

This checklist reflects what I've learned through Q1 2025. The polyester market moves with crude oil and shipping rates, so do not take my word for current lead times or freight prices. Check current quotes and run your own TCO model. And if your internal team does not include a textile engineer, add one to the supplier audit. I'm a procurement person, not a chemist. I can tell you when a cost is suspicious, but only a competent lab can tell you whether a fabric will behave as promised.

That's the whole checklist. It won't make polyester fabric exciting. It will make your next purchase order a little less risky—and that, in procurement, is the goal.
